Most Canadian provinces have signed bilateral agreements with the Government of Canada that allow the provinces to each select a limited number of persons to become permanent residents based on the province’s assessment of the applicants 's ability to benefit the economic growth and development of that province and to fill critical labor shortages.

Generally, applicants to a Provincial Nominee Program must be able to demonstrate that they are employable in the destined province and have a strong potential to settle successfully and permanently in that province. Some of factors considered by the provincial governments to nominate an applicant include the applicant’s training, work experience, type of occupation, and language ability. Some provinces also have business immigration programs as part of the Provincial Nominee Program.
